Payroll Officer
Position Summary
Grow your career as a payroll professional at Red Deer Polytechnic! Currently, we are seeking a Payroll Officer to join our People & Culture Team, which provides service and support to more than 950 semi-monthly paid salary and hourly employees.
The role of the Payroll Officer offers opportunities for a seasoned payroll professional to go beyond the typical payroll processing and functions. In a collaborative, team environment, this position provides advice, information, and training to managers and supervisors around the application of multiple collective agreements as it relates to the creation of contract letters and the administration of salary and benefits. This role requires an individual with excellent communication, organizational, and problem-solving skills who can take the initiative to find answers and work within regular deadlines.
Position Responsibilities
Your responsibilities will include the following:
Employee Contract Submissions
- Advises contract letter issuers in the creation and development of employment contract letters for employees
- Ensures that all employment contract requests and letters are complete, consistent, accurate, and in accordance with data standards before accepting
- Reviews electronic employment contract submissions for accuracy of classification and position information
- Performs calculation of Part-Time salaries and retroactive pay for all employees and calculation/authorization of Full Time Equivalent for Faculty Professional Development
- Applies Collective Agreements and analyzes personnel employment history to ensure employment contracts are issued in adherence to collective agreements, legislative requirements, and other Red Deer Polytechnic policies and procedures, and for analysis and entry of future dated employee record salary/deduction updates
Employee Records
- Creates new Employee Records in database and responsible for accurate input of name and demographic information in compliance with RDP Data Standards
- Enters employment information and salary/earnings on employee records, ensuring accuracy of salary, classification, vacation and premium pay
- Applies employment contract, direct deposit, and statutory deductions to database for payroll processing
Payroll Processing and Functions
- Maintains, manages, and ensures the workflow produces accuracy of payroll records, functions, reports, documentation and requirements
- Completes audit and reconciliation of the payroll prior to payroll transmission and validate confirmed reports
- Processes all monthly remittances issued out of payroll liability accounts regarding employee withholdings, and reconciles to deduction payroll registers, and provides the required reporting
Contract Training and Orientation
- Coordinates and provides orientation and ongoing training for electronic contract issuers with regard to electronic employment contract process, data standards, and collective agreements
- Develops training manuals and training process sheets for new users
Research and Testing
- Responsible for collection of information and initiating strategies for increased automation and efficiencies for payroll processing and for data maintenance and reporting
- Tests new methods or features resulting from upgrades to Banner or Service Canada (Employment Insurance) software, for implementation of enhancements to information systems

Required Qualifications
- Two years of post-secondary training, completion of a community college certificate or equivalent of Business Administration Diploma
- Payroll Compliance Professional (PCP) designation
- Minimum of 5 years related experience in Payroll, Human Resources and Benefits
- Skills and knowledge acquired within a large organization, within a multi-union environment, and preferred knowledge of operations of a post-secondary institution; typically obtained through a combination of formal education and at least 5 years of solid relevant experience
- Knowledge of Employment Standards Legislation, calculation rules for CPP/EI, Income Tax, Completion of various government forms (e.g. ROE)
- Knowledge and experience of processing and uploading of data to Service Canada for ROE’s
- Knowledge of components of a payroll cheque including ability to understand and calculate gross taxable income, statutory deductions, taxable benefits and general payroll deductions
- Knowledge and experience working within a computerized payroll and benefit environment
- Experience working with an integrated computerized database, and proficient in a variety of computer applications requiring the use of complex word processing functions and spreadsheets
- Knowledge of Database processing functions
- Maintains current payroll designation by completing the required number of hours of professional development each year as determined by the professional development and certification department of the National Payroll Institute. (Currently, 14 hours per year for Payroll Compliance Professional)
Preferred Qualifications
- Knowledge and expertise in electronic contract submission for the purposes of orientation and staff training
- Knowledge and experience of payroll and benefit processing procedures for semi-monthly payroll
- Knowledge and experience of payroll transmission to the financial institution
- Knowledge and experience of payroll data analysis for reporting purposes related to staffing and budget
Salary
$56,604 - $66,219 annually
