Job Purpose
Reporting to the Payroll Manager the Senior Payroll Analyst enables the Payroll department to meet the payroll deadlines for 9 bi-weekly payroll runs and a total of approximately 9,864 employees. Ensures that accurate computerized payroll records are kept for all Durham District School Board employees, and ensures operations are completed in compliance with all collective agreements, Board policies and appropriate legislation.
Accountabilities
SUPERVISE PAYROLL DEPARTMENT PROCESSES: Audit pay data including calculations, implementation of changes as per terms of collective agreements and legislative changes. Verify calculations on manual cheques. Check register, process & confirm pay, process distribution for Accounting, produce required reports and create cheque requisitions for third parties. Authorize cheque requisitions from Payroll & Benefit Specialists.
PROVIDE ADVISORY REPORT: Advise Payroll & Benefit Specialists. Advise and provide information to Payroll Manager, other Internal Departments, inquiries relating to Employees Payroll & Benefits, or Third Party inquiries (Small Claims Court, FRO, Revenue Canada, Service Canada, Teachers Pension, OMERS).
PROCESS PAYROLL FOR TWO NON-UNIONIZED WORKFORCES: Process payroll for the Management, Professional & Administrators, and Trustees groups.
MANAGE PAYROLL SCHEDULING: Prepare the yearly payroll calendars from Ministry of Education approved calendars for the software system and input to same system. Create, distribute, and manage monthly and yearly payroll schedules.
OVERSEE ADMINISTRATION AND REPORTING: Verify, process, and remit Family Responsibility Office Notices, Garnishments, and CRA Requirement to Pay Notices. Manage the administration and reporting for Teacher’s Pension Plan and OMERS Pension Plan. Track Work Permits. Manage Special Pay Runs and Year-to-Date adjustments. Provide support to Payroll & Benefit Specialists in ROE schedule, Exception Data and Yearly Vacation payment processing, etc.
CONDUCT PAYROLL SOFTWARE MAINTENANCE: Collaborate with HRS, TIS and Payroll to test changes, upgrades, and stability of the IPPS payroll software. Obtain, test, and verify data for software patches in the test environment. Give TIS approval to implement patches from test environment to production. Investigate software issues and escalate to TIS when necessary.
Knowledge and Skills
Hands-on experience in a Payroll Supervisor position.
Knowledge of legislative, regulatory, unionized, statutory and non-statutory requirements.
Working knowledge of third party systems and software such as Service Canada, Teachers Pension Plan and OMERS.
Knowledge of general office software and the IPPS software system.
Education and Experience
Education
Completion of a post-secondary university degree in a related discipline or a combination of education, training and experience deemed to be equivalent.
National Payroll Institute PLP Designation required.
Experience
5 years Payroll Administration and Management experience required
