Payroll and Benefits Specialist
The Payroll and Benefits Specialist is responsible for preparing and administering payroll and benefits for the Children Believe Canadian Office ensuring accurate and timely processing; providing general accounting support and excellent customer service to internal clients and external stakeholders. Also responsible for reviewing Country Office payroll and supporting period end activities related to payroll and benefits; as well as preparing overseas wire payments.
This role includes, but not limited to:
Payroll Administration:
- Administer payroll for all Canadian employees and prepare monthly payroll and benefits journal entries for the accounting system.
- Be the main point of contact for all Canadian employees for payroll and benefits related issues; ensure timely resolution of issues.
- Monitor employee’s time and attendance through ADP for all offices; ensure all employees comply with policies and processes related to biweekly or monthly timecards and time off requests; follow-up with employees if required.
- Work with vendor to resolve issues including any testing of new system designs related to time attendance function.
- Update ADP’s holiday calendar for all offices.
- Ensure any payroll and government remittances are remitted on a regular basis by payroll provider vendor and work with vendor to resolve any issues.
- Implement salary increases as instructed
- Maintain and prepare employee forms such as record of employment, income tax forms, confirmation of employment letters (as requested) and annual compensation statement
- Process and reconcile T4 and CRA annual returns for T4 and EHT
Benefits Administration:
- Administer benefits for all Canadian employees including liaise with benefits providers to ensure information is shared with employees on a timely basis
- Administer short term and long term disability programs
- Prepare payment for benefit premiums and RRSP contributions for processing.
- Provide information on the benefit and RRSP program to all new employees and ensure enrollment forms are completed on a timely basis.
Financial Support:
- Monthly review for compliance and accuracy of Country Office payroll and benefits schedules and journal entries.
- Resolve payroll and benefits related inquires for variance reporting to budget owners as requested
- Prepare salary and benefits budget and forecast schedules for both Canadian and Country Office staff. Prepare schedules as required for annual compensation review.
- Preparation of all year-end accrual entries for payroll and benefits including preparation of supporting schedules for accrual balances and annual payroll reconciliations for year-end audit purposes. Resolve any questions from auditors and provide appropriate supporting documents as requested.
- Annual calculation of vacation and severance accruals for both Canadian and Country Office staff and prepare year-end audit schedules.
- Annual preparation of all documents and forms related to insurance coverage for Director, Finance & Admin and CFO review.
- Maintain all documents and records related to payroll, benefits and insurance in an organized manner.
- Timely resolution of any government inquiries or reporting issues; escalate to Director, Finance & Admin as required.
- Report to the Director, Finance & Admin on payroll and benefits compliance issues and liaise with and/or escalate to HR as required.
- Prepare weekly wire payments to overseas vendors as required, based off invoices and payment requests submitted to Accounts Payables
- Prepare wire payments to Country Offices for monthly expense reimbursements, based off schedules received and processed by the Accountant and then reviewed by the Manager, Finance.
- Prepare monthly wire payments to overseas Partners for Core Funding, CDG and other disbursements, based off schedules prepared by the Senior accountant and reviewed by the Manager Finance.
- Track Receipts from Country offices and partners for payments received for Core Funding, CDG and other Payments to the field.
- Other financial supports as required
Other:
- Support Human Resource department requests and projects as appropriate.
- Comply with all Children Believe policies and procedures.
- Other related duties as assigned.
The ideal candidate possesses:
- Post-secondary education in a related discipline e.g. finance, payroll
- Certified Payroll Compliance Practitioner (PCP)
- Minimum 3 years’ related work experience in an organization of similar or larger size in general ledger accounting, payroll and benefits administration for a staff of more than seventy
- Computer skills: intermediate MS Excel, basic MS Word and Outlook, ability to learn and use accounting software packages
- Experience and good working knowledge with ADP WorkForceNow an asset
- Excellent interpersonal and customer service skills
- Strong verbal and written communication skills
- Ability to maintain confidentiality of employee, payroll and benefits information

Type: Hybrid/Remote
Our Hybrid Workplace Program is a flexible work arrangement that permits employees to work remotely while also occasionally being required to come into the Organization’s office. If approved to work from home as part of our Hybrid workplace program; the incumbent must be available to work from the Organization’s office from time to time as determined by the supervisor or as otherwise directed by the Organization.
Compensation: Between $61,000 to $64,000 annually based on experience.
