Payroll Administrator
Under the general supervision of the Manager Payroll, Pension & Benefits and within established policies, procedures and guidelines, assists with the preparing, calculating and analysis of the bi-weekly payroll for Niagara Parks. This position will also provide regular analysis and reporting metrics as it relates to payroll, leave and time and attendance policies.
Niagara Parks offers a salary of $63,727.53 to $76,136.23 per annum for this position as well as a comprehensive benefit plan and defined benefit pension plan.

QUALIFICATIONS:

Completion of Post Secondary program in Finance/Accounting/HR or the equivalent knowledge and experience. Payroll Compliance Professional (PCP) designation is considered an asset.

Minimum of 2-3 years of related experience managing end to end payroll and implementing process improvements or best practice initiatives within a payroll environment.

Excellent analytical, problem solving, and decision-making skills on complex issues.

Ability to demonstrate critical thinking, identify problems, then develop and implement solutions while working on tight deadlines and balancing workloads.

Excellent communication, negotiation and presentation skills in both verbal and written formats to all levels of the organization.

Ability to manage time and completing priorities effectively is required while maintaining excellent customer service.

Strong customer service orientation to ensure the needs of your internal/external clients are effectively met.

Advanced Proficiency in Microsoft Office as well as other HRIS systems.

Experience with Time and Attendance Management software.
DUTIES AND RESPONSIBILITIES:
Payroll Related
-
Performs and reviews accurate calculations, online timecards and leave calculations from payroll systems including retroactive pay changes, taxes, voluntary and mandatory deductions and updating banking information.

Monitor and report payroll error trends to Manager and educate department leaders on process or changes.

Create, document and processes record of employments for staff, as required

Assists in providing costing to Human Resources on Collective Agreement propositions for bargaining.

Assist in Reconciling the payroll accounts and prepare payroll General Ledger entry for Finance, based on post payroll reporting.

Assist in the preparation and remittance payments as required for all provincial and federal statutory payroll taxes and garnishments.

Provides full support to Managers related to Payroll, time and attendance and leave enquiries.

Supports the application of three Collective agreements as it relates to Payroll, Leave and Time.

Assist with the preparation to remit all year end statutory information returns and reconciliations such but not limited to T4’s, and T4A’s.

Ensure payroll records and reporting comply with Federal and Provincial rules and guidelines.
Reports & Analysis

Assists with the preparation of the Vacation Liability and Retiring Allowance reports to Finance as required.

Assists with the completion of Service and Earnings reports.

Assists their Manager with quarterly reconciliation reports on costs and deduction trends.

Assists their Manager with post payroll analysis and provides bi-weekly payroll reporting which includes critical analysis on trends and issues.

Assists their Manager with year end reconciliation and reporting.

Participates in developing corrective measures to improve processing, minimize errors while complying with agreements and laws.

Maintain documentation for business processes, interfaces, user guides (internally and externally).
Performs Other Related Duties

Assists with the training of Managers and Supervisors on payroll procedures and requirements.

Identifies and resolves problems that are not covered by standard policy or procedures, and provides technical guidance, advice and assistance to the staff, as required.

Complies with all applicable legislation as well as any related policies, procedures and collective bargaining agreement language.
