Reporting to the Manager, Payroll& Benefits, this position is responsible for the supervision, planning and scheduling of all resources necessary to carry out the accurate and timely delivery of the 2 biweekly payroll cycles related to all full time, part time, union and non-unionized employees at the Town of Oakville and the Oakville Public Library.
Job Responsibilities:
As the Supervisor, Payroll you will:
- Supervise and review work carried out by the team of Payroll Representatives to ensure the work is performed effectively and efficiently and in accordance with town or departmental standards, levels of service, union contracts, policies, procedures and legislated requirements;
- Select, motivate, train, manage and evaluate staff, and schedule work according to priorities; review employee performance on a regular basis and take corrective/disciplinary action, as required
- Oversee and assist payroll team with time collection, expense tracking, new hire set up
- Review and process employee profile changes in JD Edwards ERP
- Ensure completion of audits on earnings and deduction totals, reviews system output using registers and reports, determine out-of-balance conditions and resolve appropriately
- Transmit EFT
- Review all payroll hours and adjustments related to employee profile changes
- Assist with internal and external year end reporting requirements
- Assess and resolve escalated payroll issues and discrepancies from staff (including council) and outside agencies ( Service Canada)
- Review general ledger liability accounts, prepare related journal entries and assist with bank reconciliation inquiries
- Develop and implement guidelines and processes based on best practices.
- Review payroll processes to continually gain efficiencies in process and ensure payroll team provides valued work as business partners for all town operations
- Work with auditors to review documented payroll process
- Work with IT to problem solve ERP issues and test upgrades as applicable
- Ensure compliance with all CRA, ESA and union contract regulations and company policies
- Ensure the privacy and confidentiality of all employee information
- Other duties as assigned
Qualifications/Skills:
Ideally you have a 3 year diploma/degree in Business or HR from a recognized institution. The PCP certification is a minimum requirement. Your formal education is augmented by a minimum of 5 years of sound experience as a senior practitioner and/or initial supervisory roles that have resulted in outstanding leadership skills. Your leadership skills are complemented by a highly developed understanding of full cycle payroll delivery in a mid-sized unionized corporation. You are known for your ability to work collaboratively with staff at all levels in an organization. You possess strong analytical, organizational, presentation and communication skills and are able to demonstrate a proficiency in Excel and report writing software. Experience in an integrated ERP is invaluable. The successful candidate will have demonstrated a strong knowledge of payroll concepts, processes and legislation, a problem-solving attitude, and a high level of attention to detail. You are a self-starter with the ability to work independently in a team setting, and be able to organize and prioritize work to meet deadlines. You must be able to demonstrate a history of implementing continuous improvement initiatives of a range of scopes.

Core Knowledge Required for Success:
- You are an experienced leader and professional with a comprehensive knowledge of:
- Payroll, benefits and pension best practices
- Knowledge of CRA legislation re taxable benefits
- Knowledge of the Employment Standards Act
- Knowledge of the Income Tax Act
- Knowledge of the basic accounting processes ie accrual calculations, account reconciliation
- Experience with HRIS & Payroll software in an ERP preferably JD Edwards
- Microsoft Office technology (strong Excel and Outlook, experience with OneNote)
