Role Overview:
The Payroll Manager is responsible for overseeing the full cycle biweekly payroll process, maintaining the payroll system, and collaborating with third-party providers to design, test, and implement new enhancements in compliance with legislative requirements. This leadership role involves managing a team of two skilled payroll associates.
Key Responsibilities:
- Full Cycle Biweekly Payroll Processing:
- Manage payroll for 700 employees (both hourly and salaried).
- Handle special payments including statutory holiday pay, commissions, bonuses, referral bonuses, retro pay, ad hoc manual payments, termination/severance payments, and vacation payouts.
- Calculate and process STD, maternity/parental, and commission top-up payments.
- Ensure accurate reflection of new hires, employee transfers, and employment changes in payroll.
- Process new hires and terminations from a payroll perspective.
- Issue Records of Employment (ROEs).
- Process annual bonuses and pay increases.
- Handle garnishments, family support, extended health, RRSP, and TFSA deductions.
- Remit statutory deductions to CRA, ON EHT, WSIB, and third-party payments.
- Rectify payroll payment cancellations and recalls.
- Manage employee reward program benefits and travel & expense reimbursements.
- Support managers with timecard processes.
- Workday Payroll System Maintenance:
- Oversee end-to-end payroll processing, including payment schedules.
- Maintain and create earning and deduction codes.
- Manage payroll year-end setups.
- Modify and maintain payroll accounting posting rules.
- Create and maintain absence, leave, and attendance plans.
- Troubleshoot and create time tracking codes.
- Assist in creating compensation-related plans.
- Collaboration with Third-Party Providers:
- Aid in designing, testing, and implementing new functions.
- Maintain current payroll/HCM functions to comply with legislative requirements.
- Financial Reconciliation and Reporting:
- Journalize and reconcile payroll clearing/accrual balance sheets.
- Complete biweekly and month-end payroll tasks, including monthly accruals.
- Handle fiscal year-end and audit tasks related to payroll.
- Respond to internal and external payroll-related inquiries.
- Reconcile and remit CRA withholdings as per reporting requirements.
- Reconcile and remit monthly WSIB and ON EHT payments.
- Reconcile payroll at year-end, including PIER, T4s, and T2200.
- Reconcile RRSP contributions.
- Participate in payroll budget and forecast preparations.
- Review job requisitions related to payroll and budget.
Qualifications:
- Degree in Business Administration, Accounting, Finance, or a related field.
- 7+ years of payroll experience with a comprehensive understanding of payroll management duties.
- Proficiency in MS Office Suite, Excel, and Workday Finance.
- Strong motivation to develop and maintain internal and external relationships.
- Determination to meet deadlines, multitask, and prioritize urgent matters.
- Excellent communication and interpersonal skills, with the ability to work collaboratively with stakeholders.
- Strong organizational skills and the ability to manage multiple deliverables.
- Ability to manage multiple priorities and meet tight deadlines.
