THE OPPORTUNITY
The UGDSB is seeking a dynamic individual to join our team in the capacity of Payroll Specialist.

Salary Range:
$100,914 to $121,029 per year; 40 hours per week

Reporting to the Senior Manager of People, Leadership & Culture Services, with “dotted line” reporting to the Project Manager, ERP, the Payroll Specialist acts as the key Payroll liaison and subject matter expert to a variety of stakeholders in support of the Board’s ERP implementation.
The Payroll Specialist ensures the integrity of employee payroll data and data transfer across the existing system, and provides reports and analysis as required to support the Board’s modernization of their ERP system. This position is responsible for the governance of Payroll processes, process maps, documentation, standardization, and knowledgebase documentation.
This position requires a strong foundational knowledge of payroll, preferably in a school board environment, combined with prior project management, direct leadership experience and a sound technical expertise in a variety of Payroll and HRIS platforms.
Responsibilities:
Payroll Processes and Documentation
- Partners with Senior Manager of PLC Services and Payroll Supervisor to identify specific changes to payroll policy practice to ensure compliance as well as alignment to vision of the Board’s Multi-Year Plan and desired future state.
- Manages the governance of Payroll processes, process maps, documentation, and knowledgebase documentation during the transition to new systems (e.g., ERP, HRIS).
- Maps out payroll processes, identifies interdependencies, and understands where technology can be leveraged to refine or eliminate non-value-add process steps.
- Develops, documents, and maintains payroll process workflows for efficiency and compliance.
- Recommends efficiency improvements and initiates revisions to existing procedures and processes.
- Extracts data from existing payroll systems to perform detailed audits to ensure integrity of data.
- Creates documentation on future state of payroll processes following ERP implementation.
ERP Project Support
- Partners with Project Manager – ERP, Payroll Supervisor, and other stakeholders to provide clarity and documentation on payroll processes to ensure the successful transition to other systems with no disruption to service.
- Leads the Payroll component of the Boards’ ERP implementation; acts as primary Payroll liaison and first point of contact between Payroll, Human Resources and Finance related to questions related to ERP implementation.
- As a strategic business partner, collaborates with leaders to identify changes, prioritize optimization opportunities, and coordinate sequencing across Payroll; define the level of impact, associated risks, and coordination of timing and communication plans.
- Partners with Leadership to identify and proactively implement solutions to key pain points.
- Coordinate with IT and other departments as required to identify areas of improvement, recommend changes, and implement functional solutions for existing systems.
- Reviews and analyzes organization business needs related to payroll.
- Confers with ERP Project Team to evaluate requirements, discuss solutions and develop plan of approach.
- Performs payroll testing on new ERP system.
- Participates in structured walk-throughs and other activities to review the ERP system.
- Facilitates payroll training and support to end users to ensure integrity of process and data.
- Performs ongoing review of application systems and programs; identifies and develops appropriate user level solutions.
- Following implementation, vets and analyzes all new information against existing data within the Payroll system.
- Support data analysis work to provide relevant, actionable feedback to ERP Project Team.
Other Duties
- Acts as back-up for Payroll Supervisor; provides direct supervision and leadership to Payroll Team; regularly offers coaching and mentorship to Team to assist them to grow and develop as Payroll professionals.
- Provides escalated Payroll support during peak times (e.g., start of school year; T4 processing; year-end balancing; calculations of retroactive earnings).
- Maintain, administer, and develop ad hoc report writing tools for end users.
- Participates in special projects and performs other duties as required to support the team.
Experience and Qualifications:
- Post Secondary Degree or Diploma in Business Administration, Finance, Accounting, or a related discipline required.
- Minimum of seven (7) to ten (10) years of progressive Payroll experience with a focus on processes, ERP implementation, and technologies.
- Achievement of Payroll Compliance Practitioner (PCP) designation is required. Payroll Leadership Professional (PLP) designation is an asset.
- Certified Human Resources Professional (CHRP) designation, and/or Project Management certifications are assets.
- Proven leadership experience, including leading cross-functional project teams.
- Prior experience with various Payroll and HR platforms.
- Ability to learn innovative technologies (ERP, specialized software), often using a self-teaching approach.
- Previous experience in a unionized / school board / public sector organization an asset.
- Ability to analyze business processes and systems, identify inefficiencies and/or required functional enhancements, and document business processes and procedures.
- Ability to translate business needs into clear requirements that will enable the design of flexible solutions to enable business strategies.
- Strong analytical and research skills combined with the ability to work under pressure to meet competing deadlines, with a strong attention to accuracy and detail.
- Exceptional interpersonal and communication skills, with the ability to build rapport and establish trust with individuals at all levels.
- High level of proficiency using software such as Microsoft Office (Word, Excel, PowerPoint, and Visio), HRIS, and other database systems. Excellent knowledge of processes to import / export electronic data.
- Current knowledge of operational needs and practices of Payroll with a focus on ERP system functionality used for transaction processing, data retention, records management, and management reporting needs.
