Senior Finance Budget Officer - Level F (EMAPS)
New Budget-Funded Continuing Full-Time
35.00 hours/week Monday to Friday 8:30 am - 4:30 pm
Salary Range: $34.07 - $47.70 per hour ($62,015.48 - $86,821.67 per annum)

RESPONSIBILITIES:
- Provides financial expertise and advice to the Dean and Executive Team on strategic directions.
- Leading and facilitating the Division's financial planning process.
- Prepares revenue and expense projections based on revenues and expenses that the Division has direct control over to help inform the Division's planning and budgeting process.
- Reviews services and plans for changes to help inform the Division's budgeting process.
- Plans for the Division's current and future resource requirements.
- Liaises with Financial Services, Financial Planning Office (FPO), the Office of Institutional Analysis and other areas of the University.
- Advises faculty and staff on University of Manitoba financial policies and procedures.
- Interfaces with Revenue and Student Accounting related to fee revenue detail codes and FOPs.
- Leads the budget development process.
- Develops the unit compensation using various trends of actuals and/or budget.
- Develops the course and program fee budget.
- Develops Income Funded budgets.
- Prepares carryover budget allocations upon request from the FPO.
- Prepares new program costing proposals.
- Consolidates and facilitates the review of the Division budget in advance of submission.
- Develops budget reduction or cost savings scenarios if required.
- Prepares VP Admin, Provost budget material on behalf of the Division using provided templates.
- Liaises with other Business Managers are required.
- Responsible for budget maintenance for all operating budgets, including budget transfers, journal entries, invoicing, etc.
- Primary liaison and contact with University Administration on financial issues and processes and is responsible for submission of the same back to University Administration and Dean.
- Reconciles funds on a regular basis.
- Reconcile the daily deposit and monitor the Account Receivable (A/R) and write-offs on a regular basis.
- Prepares requests for Transfers to Capital.
- Identifies innovation/efficiency gains and costs savings on a regular basis.
- Plans and directs initiatives to improve efficiency and effectiveness, control costs and increase revenues.
- Ensures University standards and internal audit requirements are adhered to.
- Meets regularly with Division areas and the Budget Analyst to review variance report and strategies to stay on target and makes recommendations.
- Implementation and adherence to key UM internal financial controls.
- Member of the UM Finance Working Group (FWG) and is responsible for active engagement in the FWG.
- Maintain membership with the Chartered Professional Accountants of Manitoba (CPA Manitoba) or maintain an equivalent professional accounting designation. Irrespective of membership, the incumbent will adhere to the CPA Manitoba Code of Professional Conduct.
- Perform duties with integrity and due care, including resistance to any infringement upon integrity.
- Not allow judgement to be compromised by bias, conflict of interest or the undue influence of others; and
- Not associate oneself with any letter, report, statement, or financial information that is false or misleading.
- Consult with the Comptroller regarding any matters which infringe upon their ability to adhere to the CPA Manitoba Code of Professional Conduct.
- R Forecasting and variance analysis and identifies areas of concerns.
- Provides quantitative and financial analysis.
- Provides monthly, quarterly, and/or ad hoc reports.
- Provides analysis and interpretation of reports.
- Prepares quarterly forecasts.
- Liaises with Financial Reporting (Central) to ensure the Dean and Executive receive informative reports on operations.
- Supervises the Division Finance team and the related technical/transactional financial activities.
- Leads, serves on, or acts as a resource to several Division or University-wide committees.
- Other duties as assigned.
Qualifications:
MINIMUM FORMAL EDUCATION/TRAINING:
- An undergraduate degree in a related discipline .
- Must possess a Chartered Professional Accountant (CPA) designation and be a member in good standing.
EXPERIENCE:
- 5 years of progressive experience in a senior financial leadership role, including strategic planning, budgeting, financial analysis, and accounting required.
- Advanced knowledge and experience with enterprise level systems e.g., UM's Aurora Finance, FAST, EPIC and VIP is preferred.
- Demonstrated experience in managing teams, strategic leadership and managing and engaging various levels of staff required.
- Strong knowledge of accounting (theory and practical) required.
- Experience working with budgets and projection of financial information required.
- Experience advising on financial best practices, policies and procedures and promoting compliance is required.
- Proven experience in financial analysis of profit and loss budget drivers required.
- Experience interpreting policies, contracts, and guidelines, conducting oversight, monitoring compliance, and implementing internal controls and processes required.
- Experience conducting financial and system training is required.
- Experience communicating financial information to non-financial staff and faculty is required.
- Experience with full-cycle accounting, budget oversight, conducting financial and statistical analysis, and preparing financial and statistical reports is required, with experience in fund or project accounting preferred.
- An acceptable equivalent combination of education and experience may be considered.
SKILLS AND ABILITIES:
- Strong leadership and interpersonal skills; proven analytical problem solving and ability to proactively identify opportunities for continuous improvement required.
- Effective oral and written communication skills are required.
- Demonstrated advanced skills in Microsoft Office, particularly Excel is required.
- Works effectively with others by establishing and maintaining positive collegial relations with colleagues, other university staff, and students is required.
- Must have the ability to analyze large volumes of information with speed, accuracy, and strong attention to detail in order to meet strict deadlines.
- Demonstrated ability to effectively organize time, work, and projects required.
- Ability to work well within strict deadlines; functions with minimal supervision; makes sound decisions required.
- Proven ability to provide excellent customer service required.
- Ability to work in a team and to maintain confidentiality required.
- Knowledge of fund accounting an asset.
- Satisfactory work record, including satisfactory attendance and punctuality, is required.

- Strong work ethic and demonstrated ability to take initiative, identify problems, and recommend/implement solutions.
