ABOUT THE ROLE
Reporting to the Manager, Payroll, Reporting & Analysis and Payroll Team Lead, this position is responsible for ensuring all employees pay are processed accurately, on time and in compliance with the applicable legislation and Company operating policies and procedures through hands on processing and the effective training and auditing of the work administered by the HR/Payroll Administrators on a daily basis.
Duties and Responsibilities
Project/Task Management
- Responsible for the preparation and submission of all required information into the payroll processing system in accordance with the established timelines in order to produce a multi provincial bi-weekly payroll for hourly and salaried employees.
- Monitor and ensure appropriate remittance and reconciliations for WSIB, WCB, CNESST, employee garnishments and other government remittances (BC EHT, etc.)
- Process manual/off-cycle pays, as required (terminations, missed hours, ROE’s and vacation pay requests).
- Responsible for all required journal entry submissions following all scheduled and off-cycle payroll processing and maintain reconciliation files for all payroll-related accounts.
- Process manual adjustments, as required, including but not limited to; taxable benefit adjustments, manual cheques, bonus payments and severance payments.
- Support Human Resources with data, reports, information and analysis, as required.
- Ensure third party payments are processed accurately.
- Provide support and work with the Payroll Team Leader for all required GL reporting and reconciliation of accounts.
- Compile and submit employee statistical data and other reports, as required.
- Audit time and attendance submissions and vacation balances and address discrepancies to ensure timely submission for payroll processing and escalate complex issues to next level management for resolution.
- Work with the Payroll Team Leader to complete year-end processing and balancing of the RL1, EHT, Revenue Quebec, Taxable Benefits, T4, T2200’s and T4A summaries.
- Work with internal partners and external vendors/providers to resolve payroll/system issues and ensure the payroll system is meeting the needs of the business.
- Create internal reports to analyze payroll and HR related data.
- Any other ad hoc reports, as required.
Job Knowledge
- Ensure a relevant and current understanding of Canadian Payroll legislations.
- Apply your knowledge of Canadian payroll practices, laws and regulations in order to provide professional guidance, interpret legislative requirements, develop and evolve department programs, policies and procedures and to monitor Payroll related activities.
- Knowledge and proficiency of Ceridian payroll applications (specifically Dayforce HCM)
- Responsible to remain updated and current on all payroll system upgrades and for the execution and implementation into daily practice.
Customer Service
- Provide excellent customer service to both internal and external customers/clients for all payroll related inquires.
- Diffuse upset customers and escalate any complex issues to next level management to resolve.
- Work with HR Generalist to resolve customer requests from all provinces.
Communication
- Communicate professionally, both verbally and in writing to internal and external customers/clients.
- Responds formally to all payroll inquiries within 24 hours of receipt.
- Seek assistance when communication is required in French.
- Prepare all payroll related communications to the business for submission and approval in advance of sending.
- Ensure regular updates and completion timelines are effectively communicated to management.
Accountability
- Ensure integrity of data for all entries ensuring backup/support documentation is attained and on hand at all times.
- Ability to handle and manage confidential issues with a high degree of professionalism and discretion.
- Take responsibility and ownership of all assigned tasks.
Detail Orientation
- Reviews the administration of all payroll related tasks to ensure compliance, accuracy and reconciliation of reports and report discrepancies to next level management.
- Ensure attained information is properly secured and processed in a timely manner.
- Audit incoming data to ensure compliance and accuracy of information being processed.
Process Improvement
- Assess environment and look for opportunities to improve efficiencies without sacrificing work effectiveness, product quality and/or customer service standards.
- Assist with the enhancement of payroll processes with a focus on continuous improvement and report ideas to next level management.
Compliance
- Ensure legislative requirements and changes are communicated to the team and the necessary actions are taken to comply and incorporate that change into the department operating policies and procedures.
- Ensure payroll is accurately keyed, tracked, managed and stored in compliance with Company Operating Policies and Procedures and legislation, specifically as it pertains to: file management and document retention, Privacy Act, provincial and federal employee pay standards, and employee benefits administration standards.
Quality
- Ensure all documents, reports, and communications are accurate, print ready and meet Company Standards, in advance of implementation.
- Ensure employee pay documents provided for processing are accurate and completed properly in advance of payroll system entry.
- Notify management of any discrepancies and work towards resolving.
Teamwork
- Work in collaboration with co-workers to build effective relationships to support the achievement of position requirements.
- Works in joint responsibility with the Payroll Specialists and backup to the HR/Payroll Administrators, as required.
- Promotes and works to maintain workplace wellness, health and safety, through active compliance with all workplace health and safety policies and procedures.
- Any other duties as required.
Education & Skills
- Post-secondary education in Payroll and/or related field
- Payroll Compliance Practitioner (PCP) Designation and Active membership with the Canadian Payroll Association (CPA)
- 5 - 8 years’ experience conducting full cycle payroll
- 5 - 8 years’ experience working with relevant Canadian legislation such as Pay Equity, Employment Standards Act, Income Tax Act, etc.
- Intermediate knowledge of Microsoft Office Suite (specifically Excel)
- 3 - 5 years’ experience with working Ceridian Dayforce HCM, an asset
- 5 - 8 years’ experience working under pressure and meeting tight deadlines in a standard driven environment
- 5 - 8 years’ experience in a professional environment working independently
