The Role:
Are you a client focused payroll professional with experience in healthcare and excellent communication skills? We are recruiting for a full-time Payroll Specialist for our head office in Mississauga.
This position is responsible for the accurate and timely processing of the bi-weekly payroll for350 employees and 60 independent contractors (monthly) on the ADP system. As the sole payroll provider the role is the primary contact in addressing both internal and external stakeholder payroll inquiries.
The key areas of focus for this role include:
- Full cycle Payroll administration including processing, resolving payroll issues, adjustments, calculations, remittances, reports and compliance
- Staff support and consultation on payroll issues
- Leaves/PTO and Benefits administration support
The specific accountabilities of the role include:
- Manage the preparation and processing of all bi-weekly payroll activities for employees ensuring accuracy and timeliness, CPA, ESA and KMH policy compliance on ADP.
- Process monthly payment runs for independent contractors
- Collect, analyze, enter, calculate and verify payroll information including hours, retro-active salaries and statutory and voluntary deductions. Perform off-schedule payments as-needed. Transmit payroll within ADP and bank deadlines.
- Work closely with Human Resources (HR) to ensure the timely processing of new hires, change requests, temporary staff, transfers, promotions and terminations. Review employee documentation for accuracy, completeness and authorization in accordance with company procedures.
- Maintain payroll records, including timesheets, attendance and leave balances. Manage and process deductions, incentives, changes and other payroll adjustments. Reconcile payroll registers against payroll submitted.
- Ensure compliance with federal, provincial and local payroll regulations.
- Process employee garnishments arising from employee legal proceedings
- Review and correct payroll entries in accordance with the rules of the Canadian Payroll Association (CPA) and Employment Standards Act (ESA) on an ongoing basis. Stay current on the above rules.
- Process documents for payroll exceptions (e.g. pre-authorized payments, long-term disability payments, incentives, leaves, additional tax deductions). Manage PTO/Leaves and related payroll functions including employee enquiries.
- Process payroll in batches: run simulations; validate data, and make corrections prior to posting. Test upcoming changes to pay rates, business rules, legal and regulatory requirements. Ensure new hires and changes are set up in payroll on a timely basis
- Prepare T4/T4As, year-end reports of remittances, and reconcile differences of balance.
- Prepare payroll reports for government agencies, benefits and insurance providers, government agencies and ad-hoc reports. Prepare and distribute payroll reports (example: compensation, changes, headcount, overtime) to Finance and HR managers.
- Assist with employee benefits programs, including health insurance, retirement plans, and WSIB including monthly invoice reconciliation. Process payroll related benefit updates including new, changes and terminations.
- Assist with audits and provide necessary documentation required for payroll.
- Serve as the primary point of contact for employee payroll related inquiries. Provide timely and responsive service to resolve employee payroll issues. Act as a resource to internal departments for payroll matters.
- Respond and verify requested information from various agencies including Canada Revenue Agency and Service Canada. Complete surveys required by government directive.
- Process and verify ROE’s or job letter information for terminated employees as requested
- Reconcile Canada Revenue Agency (CRA), Employer Health Tax (EHT) and WSIB payroll account information with payroll records
- Ensure payments and contribution files of various employee voluntary deductions such as charitable donations and benefits are reconciled and sent to the appropriate third party accurately and on time
- Prepare and reconcile statements and payment for WSIB
- Maintain employee and employee records confidentiality by ensuring the safeguarding of payroll records and data and governing system user access with the assistance of IT
- Process employee expense reimbursement claims and other payments in accordance with policies.
- Perform all payroll related accounting procedures, including GL Payroll account reconciliations and journal entries including actual payroll processed and accruals on a monthly basis.
- Compiles year-end processing and reporting for T4, T4A, T2200s, taxable benefits, garnishee, EHT, WSIB, CSST. Prepare and submit all annual returns by required deadline.
- Ensure all legislative requirements regarding tax withholding, remitting tax payments, fulfilling wage garnishments, preparing T4’s, and income reporting have been met both on-going and at year-end.
- Perform regular internal audits and checks on system, including but not limited to, new hire, direct deposit, benefits, garnishments processing, tax forms and terminations setups.
- Identify process improvement opportunities
The Requirements:
- Diploma or Degree in Business or Finance preferred
- National Payroll Institute, Payroll Compliance Practitioner (PCP) designation required
- Minimum of (3) three years of relevant experience in a payroll environment, preferably in a Healthcare setting
- ADP experience
- Strong knowledge of Payroll related policies, practices and procedures and related federal and provincial legislation (ESA, CRA, Service Canada requirements)
- Strong analytical and information-seeking skills that contribute to effective decision-making and strategic planning. Well organized with a strong attention to detail.
- Ability to work with a diverse group of individuals
- Self-directed with excellent interpersonal and written and verbal communication skills. Self-motivated with the ability to work independently and as part of a team.
- Experience managing competing demands in a fast-paced, multi-site, multi-disciplinary health care environment
- MS Outlook including advanced level in Excel. EMR systems along with Microsoft Great Plains experience is an asset
- Ability to deal with sensitive information with a high degree of privacy and diplomacy

This role is solely accountable for the payroll function. The role reports to the Controller and is part of an Accounting and Finance team of 7 members. The team takes pride in our customer focused environment and works very closely with service, business and clinical teams at KMH. This is an on-site role at our Mississauga Head Office with extensive face-to-face employee interaction.
This is a full-time position that is scheduled between Monday-Friday during the hours of 8.00 am-4.30 pm.
