Canada’s Ombudsman for Banking Services and Investments (OBSI) is a national, independent and not-for-profit organization that helps resolve and reduce disputes between consumers and financial services firms in both official languages. OBSI is responsive to consumer inquiries, conducts fair and accessible investigations of unresolved disputes, and shares its knowledge and expertise with the stakeholders and the public. If a consumer has a complaint against an OBSI participating bank or investment firm that they are not able to resolve with the bank or firm, OBSI will investigate at no cost to the consumer.
Part time hours: 14-21 hrs/week, additional hours required during Quarter End and Year End
Duties and Responsibilities:
The Payroll Specialist is responsible for the preparation of payroll files for OBSI’s board members, salaried and hourly employees. The Payroll Specialist will work closely with ADP Consulting Services to ensure the full payroll cycle is completed accurately, on time, and in accordance with applicable legislation and OBSI’s corporate policies. This is a part time permanent position. The Payroll Specialist has overall responsibility of payroll related duties including:
Payroll:
- Ensure the timely and accurate preparation of confidential bi-weekly payroll.
- Attend bi-weekly meetings with ADP Consulting Services to review and submit prepared payroll entries.
- Provide support to ADP Consulting Services in processing the bi-weekly payroll to ensure payroll is processed on time.
- Timely adjust and maintain payroll data in ADP pertaining to all employee changes that impact payroll such as new hires, terminations, promotions, status changes, leaves of absence, and Short-Term Disability (STD).
- Calculate and submit special payments and/or adjustments such as lump sum, severance, retroactive, vacation payments, prorated salary payments and prorated benefit and pension premiums.
- Process records of employment (ROE) within ADP for departed employees in a timely manner.
- Prepare bonus payment files and review processing with ADP Consulting Services.
- Receive, track and submit to ADP Consulting Services bonus transfers to pension accounts.
- Ensure bi-weekly payroll and special payments are audited and reconciled prior to approving payroll to be processed by ADP Consulting Services.
- Generate bi-weekly payroll general ledger journal entries.
- Maintain and forecast biweekly payroll entries to stay up to date on current and future employee changes that impact payroll.
- Complete year-end duties including reviewing and completing of ADP’s year-end payroll check list, creating T2200 forms for employees, balancing payroll annual reports and supporting OBSI’s internal payroll audit.
- Timely answer and support any payroll related inquires or requests from management and staff.
Benefits and Pension:
- Enroll and update eligible employees into ADP’s benefits module and OBSI’s benefits provider’s website for pension and benefits.
- Calculate prorated premiums for basic and optional benefits and report them to ADP Consulting Services for payroll processing.
- Calculate and submit prorated pension contributions to ADP Consulting Services for payroll processing.
- Reconcile bi-weekly pension contributions remittances and immediately correct any errors.
- Reconcile and approve monthly invoices for health benefits on a timely basis.
ADP Workforce Now employee file management:
- Update and maintain confidential files for OBSI staff in ADP throughout their employment at OBSI.
- Enter new hire information including personal and professional work-related information.
- Complete termination entries on departing employees including downloading and saving full ADP file to Sharepoint.
- Save employees documents such as policy acknowledgements and performance reviews to employees ADP file as needed.
Key qualifications, abilities, and skills:
- 3+ years of payroll experience working with ADP Workforce Now.
- Strong analytical and problem-solving skills.
- Excellent attention to details.
- Strong organizational and time-management skills.
- Strong computer skills including proficiency with the Microsoft suite of programs (Microsoft Word, Excel, PowerPoint & Outlook).
- Strong written and oral communication skills and ability to communicate effectively and professionally.
- Ability to work both independently and within a team environment.
Education and Other Training:
- PCP (Payroll Compliance Professional) certification is strongly preferred.
- Courses or certificates in financial management for non-profit organizations are considered an asset.
